  • 2 cups granulated sugar (for topping)
  • 1/2 cup unsweetened cocoa powder (for topping)
  • 3 cups boiling water

Instructions

  1. Preheat the oven to 350°F. Melt the butter in a 9×13-inch baking dish and set aside.
  2. In a bowl, combine sugar, cocoa powder, flour, milk, baking powder, salt, and vanilla extract. Spoon over melted butter without stirring.
  3. Mix remaining sugar and cocoa powder in another bowl and sprinkle over the batter. Pour boiling water on top without stirring.
  4. Bake for 35-40 minutes until the top is set but the bottom remains gooey.
  5. Cool for 15 minutes before serving with vanilla ice cream.
